Strategic Urban Transformation Framework

The Chiang Rai Sandbox, with Mae Sai as a pilot area, is a strategic initiative aimed at developing a resilient and sustainable “New City” model through integrated landscape planning, disaster risk management, and long-term urban restructuring.

Flood Mitigation and Border Management

A comprehensive flood protection system is proposed along the Sai River, combining ecological restoration with cross-border connectivity. The plan includes dredging approximately 14.45 kilometers of the river and removing structures encroaching on the waterway to significantly reduce future flood risks.

Targeted Land Adaptation and Safety Zones

Approximately 240 rai of high-risk areas have been identified for land expropriation and building removal. These areas are designated as water retention zones, flood buffers, and safety corridors to enhance community protection along the border.

Post-Disaster Community Relocation

A sustainable relocation strategy is developed for 639 households (approximately 1,373 residents) affected by flooding. The proposed model introduces green-roofed villages, inspired by successful post-disaster reconstruction precedents, with approximately 60% of land allocated for residential use and nearly 10% dedicated to public green spaces.

Chiang Rai “New City” and Economic Expansion

A new economic and innovation hub is planned around the airport area, integrating international business districts and Transit-Oriented Development (TOD) to reduce congestion in the existing city center and support long-term economic growth.

Greenbelt and Wellness Integration

A continuous green transition zone links the urban area with key natural assets, including the Pong Phrabat Hot Springs for wellness tourism and the Nong Bua Wetland for ecosystem conservation, reinforcing environmental balance and improving overall quality of life.
